Surround sound - audio too quiet?

I have Samsung 5.1 home theater, and the audio is fine when i play DVDs using the system, but when i want to use surround sound for my xbox or cable, it's very quiet. and i have to turn it wayyyy up to hear it, and it hits maximum volume before it's even loud enough. i've tried turning everything up for the center, front and rear speakers, but it makes almost no difference, and makes the speakers have a buzzing sound, which increases
